住(zhu)房城乡(xiang)建设部

 

  建筑(zhu)(zhu)工程质(zhi)(zhi)量(liang)(liang)(liang)(liang)事关人民群众生命财产安全,事关城市未来和传承,事关新型城镇化发展(zhan)水平。近年来,我(wo)国不断加强建筑(zhu)(zhu)工程质(zhi)(zhi)量(liang)(liang)(liang)(liang)管理,品(pin)(pin)质(zhi)(zhi)总体(ti)水平稳步提升,但建筑(zhu)(zhu)工程量(liang)(liang)(liang)(liang)大面广,各(ge)种质(zhi)(zhi)量(liang)(liang)(liang)(liang)问题依然时有发生。为(wei)解(jie)决建筑(zhu)(zhu)工程质(zhi)(zhi)量(liang)(liang)(liang)(liang)管理面临的突出(chu)问题,进一步完善质(zhi)(zhi)量(liang)(liang)(liang)(liang)保障(zhang)体(ti)系(xi),不断提升建筑(zhu)(zhu)工程品(pin)(pin)质(zhi)(zhi),现提出(chu)以下(xia)意见。

  一、总体要求

  以习(xi)近平新时代中(zhong)国特(te)色社会主义思想(xiang)为(wei)(wei)指(zhi)导(dao),全(quan)面贯彻党(dang)的十九(jiu)大和(he)十九(jiu)届二中(zhong)、三中(zhong)全(quan)会以及中(zhong)央(yang)城镇化工作会议(yi)、中(zhong)央(yang)城市工作会议(yi)精神(shen),按照(zhao)党(dang)中(zhong)央(yang)、国务院决(jue)策部署,坚持以人(ren)民为(wei)(wei)中(zhong)心,牢(lao)固树立新发展理(li)念,以供给(ji)侧(ce)结构性改革为(wei)(wei)主线,以建筑工程质量(liang)(liang)(liang)问题为(wei)(wei)切入点(dian),着(zhe)力破除体(ti)制机(ji)制障(zhang)碍,逐步(bu)完善质量(liang)(liang)(liang)保障(zhang)体(ti)系,不(bu)断提高工程质量(liang)(liang)(liang)抽查符合率和(he)群众满意度,进一步(bu)提升(sheng)建筑工程品质总体(ti)水(shui)平。

  二、强化各方(fang)责任

  (一(yi))突(tu)出建(jian)(jian)设(she)单位(wei)首要责(ze)(ze)任(ren)。建(jian)(jian)设(she)单位(wei)应加强(qiang)对工(gong)(gong)程建(jian)(jian)设(she)全过程的质(zhi)(zhi)量(liang)管(guan)理(li),严格履(lv)行法(fa)定程序和(he)质(zhi)(zhi)量(liang)责(ze)(ze)任(ren),不得违法(fa)违规发(fa)包工(gong)(gong)程。建(jian)(jian)设(she)单位(wei)应切实(shi)落实(shi)项目法(fa)人责(ze)(ze)任(ren)制(zhi),保(bao)证合理(li)工(gong)(gong)期(qi)和(he)造价。建(jian)(jian)立工(gong)(gong)程质(zhi)(zhi)量(liang)信息(xi)公示(shi)制(zhi)度,建(jian)(jian)设(she)单位(wei)应主动公开(kai)工(gong)(gong)程竣工(gong)(gong)验收等信息(xi),接受社会(hui)监督。(住房(fang)城乡建(jian)(jian)设(she)部、发(fa)展改革委负责(ze)(ze))

  (二)落(luo)实施(shi)(shi)工(gong)(gong)(gong)(gong)(gong)单位(wei)(wei)主(zhu)体责(ze)(ze)(ze)任(ren)。施(shi)(shi)工(gong)(gong)(gong)(gong)(gong)单位(wei)(wei)应(ying)完善质(zhi)(zhi)(zhi)量(liang)(liang)管理(li)(li)体系,建(jian)(jian)立岗位(wei)(wei)责(ze)(ze)(ze)任(ren)制度(du),设置质(zhi)(zhi)(zhi)量(liang)(liang)管理(li)(li)机构(gou),配备专(zhuan)职质(zhi)(zhi)(zhi)量(liang)(liang)负责(ze)(ze)(ze)人(ren),加强(qiang)全(quan)面(mian)质(zhi)(zhi)(zhi)量(liang)(liang)管理(li)(li)。推行(xing)工(gong)(gong)(gong)(gong)(gong)程(cheng)质(zhi)(zhi)(zhi)量(liang)(liang)安全(quan)手册制度(du),推进工(gong)(gong)(gong)(gong)(gong)程(cheng)质(zhi)(zhi)(zhi)量(liang)(liang)管理(li)(li)标准化,将(jiang)质(zhi)(zhi)(zhi)量(liang)(liang)管理(li)(li)要求落(luo)实到(dao)每个项目和员(yuan)工(gong)(gong)(gong)(gong)(gong)。建(jian)(jian)立质(zhi)(zhi)(zhi)量(liang)(liang)责(ze)(ze)(ze)任(ren)标识制度(du),对(dui)(dui)关键工(gong)(gong)(gong)(gong)(gong)序、关键部位(wei)(wei)隐蔽工(gong)(gong)(gong)(gong)(gong)程(cheng)实施(shi)(shi)举牌验收(shou),加强(qiang)施(shi)(shi)工(gong)(gong)(gong)(gong)(gong)记(ji)录和验收(shou)资料管理(li)(li),实现质(zhi)(zhi)(zhi)量(liang)(liang)责(ze)(ze)(ze)任(ren)可追溯(su)。施(shi)(shi)工(gong)(gong)(gong)(gong)(gong)单位(wei)(wei)对(dui)(dui)建(jian)(jian)筑工(gong)(gong)(gong)(gong)(gong)程(cheng)的(de)施(shi)(shi)工(gong)(gong)(gong)(gong)(gong)质(zhi)(zhi)(zhi)量(liang)(liang)负责(ze)(ze)(ze),不得(de)转包、违法分包工(gong)(gong)(gong)(gong)(gong)程(cheng)。(住(zhu)房城(cheng)乡建(jian)(jian)设部负责(ze)(ze)(ze))

  (三)明确(que)房(fang)(fang)(fang)屋(wu)(wu)(wu)(wu)使用(yong)(yong)安(an)(an)全主体(ti)(ti)责任。房(fang)(fang)(fang)屋(wu)(wu)(wu)(wu)所(suo)有权(quan)人应(ying)承担房(fang)(fang)(fang)屋(wu)(wu)(wu)(wu)使用(yong)(yong)安(an)(an)全主体(ti)(ti)责任。房(fang)(fang)(fang)屋(wu)(wu)(wu)(wu)所(suo)有权(quan)人和(he)(he)使用(yong)(yong)人应(ying)正(zheng)确(que)使用(yong)(yong)和(he)(he)维护(hu)房(fang)(fang)(fang)屋(wu)(wu)(wu)(wu),严禁擅自变动房(fang)(fang)(fang)屋(wu)(wu)(wu)(wu)建筑(zhu)主体(ti)(ti)和(he)(he)承重结构(gou)。加强房(fang)(fang)(fang)屋(wu)(wu)(wu)(wu)使用(yong)(yong)安(an)(an)全管(guan)理,房(fang)(fang)(fang)屋(wu)(wu)(wu)(wu)所(suo)有权(quan)人及其委托的管(guan)理服(fu)务单位要定(ding)期(qi)对房(fang)(fang)(fang)屋(wu)(wu)(wu)(wu)安(an)(an)全进(jin)行检查,有效(xiao)履行房(fang)(fang)(fang)屋(wu)(wu)(wu)(wu)维修保(bao)养义(yi)务,切(qie)实(shi)保(bao)证房(fang)(fang)(fang)屋(wu)(wu)(wu)(wu)使用(yong)(yong)安(an)(an)全。(住(zhu)房(fang)(fang)(fang)城乡建设部(bu)负责)

  (四)履(lv)行(xing)政(zheng)府的工(gong)(gong)程(cheng)(cheng)质(zhi)量(liang)监(jian)管(guan)(guan)责(ze)任。强化(hua)政(zheng)府对工(gong)(gong)程(cheng)(cheng)建设(she)全过程(cheng)(cheng)的质(zhi)量(liang)监(jian)管(guan)(guan),鼓励采取政(zheng)府购买服务(wu)的方式,委托具备条件的社会力量(liang)进行(xing)工(gong)(gong)程(cheng)(cheng)质(zhi)量(liang)监(jian)督(du)(du)检(jian)(jian)查(cha)和抽(chou)测(ce),探(tan)索工(gong)(gong)程(cheng)(cheng)监(jian)理(li)企业(ye)参与监(jian)管(guan)(guan)模式,健(jian)全省、市、县监(jian)管(guan)(guan)体系(xi)。完(wan)善日常检(jian)(jian)查(cha)和抽(chou)查(cha)抽(chou)测(ce)相结合的质(zhi)量(liang)监(jian)督(du)(du)检(jian)(jian)查(cha)制度(du),全面(mian)推行(xing)“双随机、一(yi)公(gong)开”检(jian)(jian)查(cha)方式和“互(hu)联网+监(jian)管(guan)(guan)”模式,落(luo)实监(jian)管(guan)(guan)责(ze)任。加强工(gong)(gong)程(cheng)(cheng)质(zhi)量(liang)监(jian)督(du)(du)队(dui)伍建设(she),监(jian)督(du)(du)机构(gou)履(lv)行(xing)监(jian)督(du)(du)职能所需经费由同级财政(zheng)预算(suan)全额保障。强化(hua)工(gong)(gong)程(cheng)(cheng)设(she)计(ji)(ji)安全监(jian)管(guan)(guan),加强对结构(gou)计(ji)(ji)算(suan)书的复核(he),提(ti)高设(she)计(ji)(ji)结构(gou)整体安全、消防安全等水平。(住(zhu)房城(cheng)乡建设(she)部、发展改革委、财政(zheng)部、应急部负责(ze))

  三、完(wan)善管理体制

  (一)改(gai)革工(gong)(gong)程(cheng)(cheng)建(jian)设组织模式。推行工(gong)(gong)程(cheng)(cheng)总承(cheng)包,落(luo)实工(gong)(gong)程(cheng)(cheng)总承(cheng)包单(dan)位在工(gong)(gong)程(cheng)(cheng)质(zhi)量(liang)安全、进度控制、成本管理(li)等(deng)方面的责(ze)任(ren)。完(wan)善(shan)专业分包制度,大(da)力(li)发(fa)展(zhan)专业承(cheng)包企业。积极发(fa)展(zhan)全过(guo)程(cheng)(cheng)工(gong)(gong)程(cheng)(cheng)咨询和专业化服务,创新工(gong)(gong)程(cheng)(cheng)监理(li)制度,严格(ge)落(luo)实工(gong)(gong)程(cheng)(cheng)咨询(投资)、勘察设计、监理(li)、造价等(deng)领域职业资格(ge)人(ren)员的质(zhi)量(liang)责(ze)任(ren)。在民(min)用建(jian)筑工(gong)(gong)程(cheng)(cheng)中推进建(jian)筑师负(fu)责(ze)制,依据双方合(he)同(tong)约定(ding),赋予建(jian)筑师代(dai)表建(jian)设单(dan)位签发(fa)指(zhi)令和认可工(gong)(gong)程(cheng)(cheng)的权利,明(ming)确建(jian)筑师应承(cheng)担的责(ze)任(ren)。(住(zhu)房城(cheng)乡建(jian)设部、发(fa)展(zhan)改(gai)革委负(fu)责(ze))

  (二)完(wan)(wan)善(shan)招(zhao)(zhao)标(biao)(biao)(biao)(biao)(biao)(biao)投标(biao)(biao)(biao)(biao)(biao)(biao)制(zhi)度。完(wan)(wan)善(shan)招(zhao)(zhao)标(biao)(biao)(biao)(biao)(biao)(biao)人决策机制(zhi),进一步落实招(zhao)(zhao)标(biao)(biao)(biao)(biao)(biao)(biao)人自主权,在评标(biao)(biao)(biao)(biao)(biao)(biao)定标(biao)(biao)(biao)(biao)(biao)(biao)环节探索建立能够更好满足(zu)项(xiang)目需(xu)求的制(zhi)度机制(zhi)。简化招(zhao)(zhao)标(biao)(biao)(biao)(biao)(biao)(biao)投标(biao)(biao)(biao)(biao)(biao)(biao)程(cheng)序,推行电子招(zhao)(zhao)标(biao)(biao)(biao)(biao)(biao)(biao)投标(biao)(biao)(biao)(biao)(biao)(biao)和异地远程(cheng)评标(biao)(biao)(biao)(biao)(biao)(biao),严(yan)格评标(biao)(biao)(biao)(biao)(biao)(biao)专家(jia)管(guan)理。强化招(zhao)(zhao)标(biao)(biao)(biao)(biao)(biao)(biao)主体(ti)责任(ren)追溯(su),扩(kuo)大信用信息(xi)在招(zhao)(zhao)标(biao)(biao)(biao)(biao)(biao)(biao)投标(biao)(biao)(biao)(biao)(biao)(biao)环节的规范应用。严(yan)厉打击围标(biao)(biao)(biao)(biao)(biao)(biao)、串标(biao)(biao)(biao)(biao)(biao)(biao)和虚(xu)假(jia)招(zhao)(zhao)标(biao)(biao)(biao)(biao)(biao)(biao)等违法行为,强化标(biao)(biao)(biao)(biao)(biao)(biao)后合同履(lv)约监管(guan)。(发展改革委、住房城乡建设(she)部、市场监管(guan)总(zong)局负责)

  (三)推行工(gong)程(cheng)(cheng)担(dan)保(bao)(bao)(bao)(bao)与保(bao)(bao)(bao)(bao)险(xian)(xian)。推行银行保(bao)(bao)(bao)(bao)函制度,在有条件的地(di)区推行工(gong)程(cheng)(cheng)担(dan)保(bao)(bao)(bao)(bao)公司(si)保(bao)(bao)(bao)(bao)函和工(gong)程(cheng)(cheng)保(bao)(bao)(bao)(bao)证保(bao)(bao)(bao)(bao)险(xian)(xian)。招标人(ren)(ren)(ren)要(yao)求中(zhong)标人(ren)(ren)(ren)提(ti)供履约担(dan)保(bao)(bao)(bao)(bao)的,招标人(ren)(ren)(ren)应(ying)当同时向中(zhong)标人(ren)(ren)(ren)提(ti)供工(gong)程(cheng)(cheng)款支(zhi)付担(dan)保(bao)(bao)(bao)(bao)。对采用最(zui)低价中(zhong)标的探索实(shi)行高保(bao)(bao)(bao)(bao)额履约担(dan)保(bao)(bao)(bao)(bao)。组(zu)织(zhi)开展(zhan)工(gong)程(cheng)(cheng)质(zhi)量保(bao)(bao)(bao)(bao)险(xian)(xian)试点(dian),加(jia)快发(fa)展(zhan)工(gong)程(cheng)(cheng)质(zhi)量保(bao)(bao)(bao)(bao)险(xian)(xian)。(住房城乡建设(she)部、发(fa)展(zhan)改革委、财政部、人(ren)(ren)(ren)民银行、银保(bao)(bao)(bao)(bao)监会负(fu)责(ze))

  (四(si))加强工程设(she)(she)(she)(she)(she)计(ji)(ji)建(jian)造(zao)管理(li)。贯彻落实“适用(yong)、经济、绿色、美(mei)观(guan)”的(de)建(jian)筑(zhu)(zhu)方(fang)(fang)针,指(zhi)导(dao)制(zhi)定符合城(cheng)市地域特(te)征的(de)建(jian)筑(zhu)(zhu)设(she)(she)(she)(she)(she)计(ji)(ji)导(dao)则。建(jian)立建(jian)筑(zhu)(zhu)“前策划、后评(ping)估”制(zhi)度,完善建(jian)筑(zhu)(zhu)设(she)(she)(she)(she)(she)计(ji)(ji)方(fang)(fang)案(an)审查论证机制(zhi),提高(gao)建(jian)筑(zhu)(zhu)设(she)(she)(she)(she)(she)计(ji)(ji)方(fang)(fang)案(an)决策水平。加强住(zhu)区(qu)设(she)(she)(she)(she)(she)计(ji)(ji)管理(li),科(ke)学(xue)设(she)(she)(she)(she)(she)计(ji)(ji)单体住(zhu)宅户型,增强安全性(xing)、实用(yong)性(xing)、宜居性(xing),提升住(zhu)区(qu)环境质量。严(yan)禁政府投资(zi)项目(mu)超(chao)标(biao)(biao)准建(jian)设(she)(she)(she)(she)(she)。严(yan)格控(kong)制(zhi)超(chao)高(gao)层(ceng)建(jian)筑(zhu)(zhu)建(jian)设(she)(she)(she)(she)(she),严(yan)格执行超(chao)限高(gao)层(ceng)建(jian)筑(zhu)(zhu)工程抗震设(she)(she)(she)(she)(she)防审批制(zhi)度,加强超(chao)限高(gao)层(ceng)建(jian)筑(zhu)(zhu)抗震、消防、节(jie)能(neng)等(deng)管理(li)。创(chuang)建(jian)建(jian)筑(zhu)(zhu)品(pin)质示范工程,加大对优秀企业、项目(mu)和个人(ren)的(de)表彰力(li)度;在招标(biao)(biao)投标(biao)(biao)、金融(rong)等(deng)方(fang)(fang)面加大对优秀企业的(de)政策支持力(li)度,鼓励将企业质量情(qing)况(kuang)纳入(ru)招标(biao)(biao)投标(biao)(biao)评(ping)审因素。(住(zhu)房城(cheng)乡建(jian)设(she)(she)(she)(she)(she)部、发展改革(ge)委(wei)、工业和信息化部、人(ren)力(li)资(zi)源社会保障部、应急部、人(ren)民银行负责(ze))

  (五)推行绿(lv)色建(jian)(jian)(jian)(jian)造方式。完善绿(lv)色建(jian)(jian)(jian)(jian)材产品(pin)标(biao)准和(he)认证评价体系,进(jin)一步(bu)提高(gao)建(jian)(jian)(jian)(jian)筑产品(pin)节能标(biao)准,建(jian)(jian)(jian)(jian)立(li)(li)产品(pin)发(fa)布制度(du)。大力发(fa)展装配式建(jian)(jian)(jian)(jian)筑,推进(jin)绿(lv)色施工(gong),通过先进(jin)技术(shu)和(he)科学管(guan)(guan)理,降低施工(gong)过程(cheng)对环境的不(bu)利影(ying)响。建(jian)(jian)(jian)(jian)立(li)(li)健全绿(lv)色建(jian)(jian)(jian)(jian)筑标(biao)准体系,完善绿(lv)色建(jian)(jian)(jian)(jian)筑评价标(biao)识制度(du)。(住(zhu)房城乡建(jian)(jian)(jian)(jian)设部、发(fa)展改革委、工(gong)业和(he)信息化部、市(shi)场监管(guan)(guan)总局负(fu)责)

  (六)支(zhi)持(chi)既(ji)(ji)有(you)(you)建(jian)筑(zhu)合理(li)保(bao)留(liu)利用。推动(dong)开(kai)展(zhan)老城(cheng)区、老工(gong)(gong)业(ye)区保(bao)护更新,引导既(ji)(ji)有(you)(you)建(jian)筑(zhu)改(gai)建(jian)设计创新。依法保(bao)护和(he)合理(li)利用文(wen)物(wu)(wu)建(jian)筑(zhu)。建(jian)立建(jian)筑(zhu)拆(chai)除管理(li)制度,不得随意拆(chai)除符合规(gui)划标准、在合理(li)使用寿命(ming)内的公(gong)共(gong)建(jian)筑(zhu)。开(kai)展(zhan)公(gong)共(gong)建(jian)筑(zhu)、工(gong)(gong)业(ye)建(jian)筑(zhu)的更新改(gai)造利用试(shi)点示范。制定支(zhi)持(chi)既(ji)(ji)有(you)(you)建(jian)筑(zhu)保(bao)留(liu)和(he)更新利用的消防、节(jie)能等(deng)相关配套(tao)政策(ce)。(住房(fang)城(cheng)乡建(jian)设部(bu)、发(fa)展(zhan)改(gai)革委、工(gong)(gong)业(ye)和(he)信息化部(bu)、应急(ji)部(bu)、文(wen)物(wu)(wu)局负(fu)责(ze))

  四、健全支撑(cheng)体系(xi)

  (一(yi))完善工程(cheng)建(jian)设标(biao)准(zhun)(zhun)(zhun)体(ti)系。系统(tong)制定全文强(qiang)(qiang)制性工程(cheng)建(jian)设规范,精简整(zheng)合政府推(tui)荐(jian)性标(biao)准(zhun)(zhun)(zhun),培育发展(zhan)团体(ti)和(he)企业标(biao)准(zhun)(zhun)(zhun),加(jia)(jia)快适应(ying)国(guo)际(ji)(ji)标(biao)准(zhun)(zhun)(zhun)通行(xing)规则。组织开(kai)展(zhan)重(zhong)点领域(yu)国(guo)内外标(biao)准(zhun)(zhun)(zhun)比对(dui),提(ti)升标(biao)准(zhun)(zhun)(zhun)水平。加(jia)(jia)强(qiang)(qiang)工程(cheng)建(jian)设标(biao)准(zhun)(zhun)(zhun)国(guo)际(ji)(ji)交流合作(zuo),推(tui)动一(yi)批(pi)中国(guo)标(biao)准(zhun)(zhun)(zhun)向国(guo)际(ji)(ji)标(biao)准(zhun)(zhun)(zhun)转化和(he)推(tui)广(guang)应(ying)用。(住房城乡建(jian)设部、市(shi)场监管总(zong)局、商务部负责)

  (二)加强建(jian)材质量管(guan)理(li)。建(jian)立(li)(li)健全(quan)(quan)缺陷建(jian)材产品响应处理(li)、信息(xi)共(gong)享和(he)部(bu)门协同处理(li)机制(zhi),落实建(jian)材生(sheng)(sheng)产单(dan)位和(he)供应单(dan)位终身(shen)责(ze)任,规范建(jian)材市场(chang)秩序(xu)。强化预拌混凝土生(sheng)(sheng)产、运(yun)输、使用环节的质量管(guan)理(li)。鼓励企业建(jian)立(li)(li)装(zhuang)配式(shi)(shi)建(jian)筑部(bu)品部(bu)件(jian)生(sheng)(sheng)产和(he)施工安装(zhuang)全(quan)(quan)过(guo)(guo)程(cheng)质量控制(zhi)体系,对装(zhuang)配式(shi)(shi)建(jian)筑部(bu)品部(bu)件(jian)实行驻厂监造(zao)制(zhi)度。建(jian)立(li)(li)从(cong)生(sheng)(sheng)产到使用全(quan)(quan)过(guo)(guo)程(cheng)的建(jian)材质量追溯(su)机制(zhi),并将相关信息(xi)向社(she)会公示(shi)。(市场(chang)监管(guan)总局、住房城(cheng)乡建(jian)设(she)部(bu)、工业和(he)信息(xi)化部(bu)负责(ze))

  (四)强化从业(ye)(ye)(ye)(ye)(ye)人(ren)员管理。加(jia)强建(jian)(jian)筑业(ye)(ye)(ye)(ye)(ye)从业(ye)(ye)(ye)(ye)(ye)人(ren)员职业(ye)(ye)(ye)(ye)(ye)教育,大(da)力开(kai)展建(jian)(jian)筑工人(ren)职业(ye)(ye)(ye)(ye)(ye)技(ji)能(neng)(neng)培训,鼓励(li)建(jian)(jian)立职业(ye)(ye)(ye)(ye)(ye)培训实训基地。加(jia)强职业(ye)(ye)(ye)(ye)(ye)技(ji)能(neng)(neng)鉴定(ding)站点(dian)建(jian)(jian)设(she),完善技(ji)能(neng)(neng)鉴定(ding)、职业(ye)(ye)(ye)(ye)(ye)技(ji)能(neng)(neng)等级(ji)认定(ding)等多元评价体系(xi)。推行(xing)建(jian)(jian)筑工人(ren)实名(ming)制管理,加(jia)快全(quan)国建(jian)(jian)筑工人(ren)管理服务信息平台建(jian)(jian)设(she),促进企(qi)业(ye)(ye)(ye)(ye)(ye)使用(yong)符合岗位要求的技(ji)能(neng)(neng)工人(ren)。建(jian)(jian)立健(jian)全(quan)与建(jian)(jian)筑业(ye)(ye)(ye)(ye)(ye)相(xiang)适应的社会保(bao)(bao)险参(can)保(bao)(bao)缴费方式,大(da)力推进建(jian)(jian)筑施工单位参(can)加(jia)工伤保(bao)(bao)险,保(bao)(bao)障(zhang)建(jian)(jian)筑工人(ren)合法(fa)权益。(住房城乡建(jian)(jian)设(she)部、人(ren)力资源社会保(bao)(bao)障(zhang)部、财政部负责)

  五、加强监督管(guan)理

  (一(yi))推进信(xin)(xin)用(yong)信(xin)(xin)息平(ping)台(tai)建(jian)设。完善全国(guo)建(jian)筑市(shi)场监管(guan)公共服务(wu)平(ping)台(tai),加强信(xin)(xin)息归集(ji),健全违(wei)(wei)(wei)法违(wei)(wei)(wei)规(gui)(gui)行(xing)为(wei)记(ji)录制(zhi)度(du),及时(shi)公示(shi)(shi)相关市(shi)场主体(ti)(ti)的行(xing)政许可、行(xing)政处罚、抽查(cha)检(jian)查(cha)结(jie)果(guo)等(deng)信(xin)(xin)息,并(bing)与国(guo)家企业(ye)信(xin)(xin)用(yong)信(xin)(xin)息公示(shi)(shi)系(xi)统、全国(guo)信(xin)(xin)用(yong)信(xin)(xin)息共享(xiang)平(ping)台(tai)等(deng)实现(xian)数据(ju)共享(xiang)交换。建(jian)立建(jian)筑市(shi)场主体(ti)(ti)黑名单制(zhi)度(du),对违(wei)(wei)(wei)法违(wei)(wei)(wei)规(gui)(gui)的市(shi)场主体(ti)(ti)实施联(lian)合惩戒,将(jiang)工程质量违(wei)(wei)(wei)法违(wei)(wei)(wei)规(gui)(gui)等(deng)记(ji)录作为(wei)企业(ye)信(xin)(xin)用(yong)评(ping)价(jia)的重要内容。(住房城乡建(jian)设部、发展(zhan)改革委、人民银行(xing)、市(shi)场监管(guan)总局(ju)负责)

  (二)严(yan)格(ge)监管执(zhi)法。加大建筑(zhu)工(gong)程(cheng)质(zhi)量(liang)责(ze)任追究力(li)度,强化工(gong)程(cheng)质(zhi)量(liang)终身责(ze)任落实,对违反有关(guan)规定、造成工(gong)程(cheng)质(zhi)量(liang)事故和(he)严(yan)重质(zhi)量(liang)问题的单(dan)位(wei)和(he)个(ge)人依法严(yan)肃查处(chu)(chu)曝光,加大资(zi)质(zhi)资(zi)格(ge)、从(cong)业限(xian)制等方面(mian)处(chu)(chu)罚力(li)度。强化个(ge)人执(zhi)业资(zi)格(ge)管理,对存在证书挂(gua)靠等违法违规行为的注册执(zhi)业人员,依法给予暂扣、吊销资(zi)格(ge)证书直至终身禁止执(zhi)业的处(chu)(chu)罚。(住房城乡建设部负(fu)责(ze))

  (三)加(jia)强(qiang)社(she)(she)会监(jian)督(du)。相关行业协(xie)会应(ying)完(wan)善(shan)行业约束(shu)与(yu)惩戒机(ji)(ji)制,加(jia)强(qiang)行业自(zi)律。建(jian)(jian)(jian)(jian)立建(jian)(jian)(jian)(jian)筑工程(cheng)(cheng)责任主(zhu)体和(he)(he)责任人(ren)公示制度。企业须公开(kai)建(jian)(jian)(jian)(jian)筑工程(cheng)(cheng)项(xiang)(xiang)目质(zhi)量(liang)信息,接受社(she)(she)会监(jian)督(du)。探索建(jian)(jian)(jian)(jian)立建(jian)(jian)(jian)(jian)筑工程(cheng)(cheng)质(zhi)量(liang)社(she)(she)会监(jian)督(du)机(ji)(ji)制,支持社(she)(she)会公众(zhong)参(can)与(yu)监(jian)督(du)、合理(li)表达质(zhi)量(liang)诉(su)求。各地(di)应(ying)完(wan)善(shan)建(jian)(jian)(jian)(jian)筑工程(cheng)(cheng)质(zhi)量(liang)投诉(su)和(he)(he)纠(jiu)纷协(xie)调处(chu)理(li)机(ji)(ji)制,明确(que)工程(cheng)(cheng)质(zhi)量(liang)投诉(su)处(chu)理(li)主(zhu)体、受理(li)范围、处(chu)理(li)流程(cheng)(cheng)和(he)(he)办结时限等事(shi)项(xiang)(xiang),定期向社(she)(she)会通报建(jian)(jian)(jian)(jian)筑工程(cheng)(cheng)质(zhi)量(liang)投诉(su)处(chu)理(li)情况(kuang)。(住房城乡建(jian)(jian)(jian)(jian)设部、发展改革委、市场(chang)监(jian)管总局负责)

  (四(si))强化督(du)促指导(dao)。建立健(jian)全建筑工(gong)程质(zhi)量(liang)(liang)(liang)管(guan)理(li)、品质(zhi)提(ti)升(sheng)评(ping)(ping)价(jia)指标体系(xi),科(ke)学评(ping)(ping)价(jia)各地(di)执行(xing)工(gong)程质(zhi)量(liang)(liang)(liang)法律法规(gui)和强制性标准、落实质(zhi)量(liang)(liang)(liang)责任制度、质(zhi)量(liang)(liang)(liang)保障体系(xi)建设(she)、质(zhi)量(liang)(liang)(liang)监(jian)督(du)队(dui)伍建设(she)、建筑质(zhi)量(liang)(liang)(liang)发展、公众满意程度等方面(mian)状况,督(du)促指导(dao)各地(di)切实落实建筑工(gong)程质(zhi)量(liang)(liang)(liang)管(guan)理(li)各项工(gong)作措施。(住房城乡(xiang)建设(she)部(bu)负责)

  六、抓好组织实施

  各(ge)(ge)地(di)区(qu)、各(ge)(ge)相关部(bu)门要(yao)高(gao)度重视完善(shan)质(zhi)(zhi)量保(bao)障体系、提升建筑工程(cheng)品(pin)质(zhi)(zhi)工作(zuo)(zuo),健(jian)全工作(zuo)(zuo)机制(zhi),细化工作(zuo)(zuo)措施,突出(chu)重点任务,确保(bao)各(ge)(ge)项工作(zuo)(zuo)部(bu)署(shu)落(luo)到实(shi)处。强(qiang)化示范引(yin)领(ling),鼓(gu)励有条件的(de)(de)地(di)区(qu)积极开展试(shi)点,形成可复制(zhi)、可推广的(de)(de)经验。加强(qiang)舆论宣(xuan)传(chuan)引(yin)导,积极宣(xuan)传(chuan)各(ge)(ge)地(di)的(de)(de)好经验、好做法,营造良好的(de)(de)社会氛(fen)围。
